The Demise of the 28-Clause Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of opposing developments captured the grim essence of the current period. By day, negotiation efforts are waged: positive announcements are released from multiple capitals. Significant resources is expended on restraining certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity enabled by up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to intercept incoming aerial threats streaked across the sky – modern combat jets provided to Ukraine by NATO members.

Shortly after, Kyiv's missile defense activated: several firings deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, presumably provided by Western nations. Every deployment shakes the surroundings, shaking the windows. The moment of terror quickly becomes sober acceptance: possibly the hostile projectile won't cause damage this time, protecting urban areas from devastation and additional electricity failures.

Persistent Threats

Following this, a heavy machine gun opened up on a aerial vehicle close by, part of a defensive team – probably imported technology. Regrettably, the shots failed to hit the hostile drone – it maintained course toward its objective.

Periodically, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on external assistance – a need that European nations are demonstrably unable to fill in the near term.

Unsuccessful Negotiations

The 28-point plan from US administration provoked deep reactions, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new approach from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, undoubtedly, continue.

Tactical Assessments

It is convenient to criticize particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration works based on a principle familiar among international relations experts: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is unfeasible to force Russia to abandon the areas that it already controls in Ukraine's occupied territories.

The problem is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through words or deeds, from thinking that the current condition will not shift further in its advantage in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's government remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing civilians and areas but avoiding a complete military breakdown until situations evolve in its advantage.

Present Conditions

Factually, there are no genuine requirements for a truce. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their attention does not move to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.

These two forces are influencing discussions.

Summary and Prospects

It took a just a single week to eliminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.

While new initiatives based on established approaches are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, largely rely on sustained allied backing.
