United Nations Security Council Approves the US Gaza Initiative

A UN Security Council has voted to endorse measures put forward by Donald Trump for achieving a long-term stability in Gaza, encompassing the deployment of an global peacekeeping force and a potential route to a sovereign Palestinian state.

Broad Support with Key Abstentions

The proposal was approved by a vote of thirteen in favor, with both China and Russia choosing not to vote. Washington's diplomat the US ambassador informed the council chamber that it set “a fresh direction in the region for Israelis and Palestinians and all the inhabitants of the area alike”.

Compromise Wording on Palestinian Statehood

The inclusion of references to an self-governing Palestine was the trade-off the United States paid for support from the Arab and Islamic world, who are expected to supply stabilisation troops for the multinational unit.

“Interim measures that we start today must be implemented in adhering to international law and honoring Palestinian sovereignty,” James Kariuki stated.

Government Opposition Persists

Nevertheless, on the eve of the council decision, leader the Israeli leader reiterated his administration's firm resistance to the creation of a sovereign Palestine, creating uncertainty on whether Tel Aviv will allow the enactment of the Council-backed plan.

Central Components of the Proposal

  • Prompt removal of ongoing restrictions on humanitarian aid into the strip
  • Formation of an multinational peacekeeping unit
  • Steps toward rebuilding and a potential “avenue to Palestinian independence and statehood”

Unclear Wording and Conditions

The reference to independence was a balanced insertion to an original American proposal which excluded it. But the phrasing is unclear and contingent, promising only that once the Palestinian leadership has implemented reforms and the reconstruction of Gaza is advancing, “the situation may eventually be in readiness for a credible pathway to Palestinian independence and nationhood.”

Worldwide Response

The language was insufficient of the definite pledge to the establishment of a Palestinian state next to Israel sought by Arab countries, as well as EU representatives, but in statements to the assembly after the vote, envoys from those countries said they were prepared to accept the compromise in the service of continuing the ongoing cessation of hostilities and swift steps to provide for and safeguard the millions of Palestinian residents in Gaza.

“Algeria has finally decided to support of this text, a measure that we support its core objective, namely the preservation of the truce and the creation of circumstances permitting the Palestinian people to exercise their immeasurable rights to self-determination and nationhood,” Amar Bendjama stated.

Execution Hurdles

The resolution gives general supervisory power to a “peace board” chaired by Trump, but of uncertain membership. The group has to update the United Nations but it is not bound by the preferences of the United Nations or by the Palestinian leadership.

Additionally, it requires the creation of a expert Palestinian panel that is tasked with overseeing daily administration of the Gaza and the provision of utilities, but it is highly uncertain who would be involved.

Stabilisation Team Authority

The mission of the ISF empowers it to remove and dissolve fighting factions in Gaza, but it is quite ambiguous that potential participating nations would be willing to confront such organizations. None of the states has yet committed itself to contributing forces.

Moreover the criteria for modification of Palestinian leadership, the prerequisite towards progress on independence, have been vague.

EU representatives said they considered it urgent that the identities of the specialized group to deliver services was settled as quickly as possible.
