Zelenskyy Demands EU to Utilize Immobilized Russian Resources for Ukraine's Defence Funding

During current meeting negotiations, Volodymyr Zelenskyy has urged European Union representatives to activate measures employing frozen Russian assets to support Ukraine's defence campaign "without delay".

Immediate Action Demanded

Speaking to EU delegates in the EU capital on the summit day, Zelenskyy stressed the vital necessity to entirely employ Russian funds for Ukraine's protection against ongoing military action.

"Those who postpones this decision is not only limiting our defense but also slowing down your own advancement," he declared, promising that Ukraine would spend substantial money in purchasing EU-made military equipment.

European Union Loan Proposal

European Union officials are currently considering initiatives to finance an interest-free loan for Ukraine secured by Russian state resources, which were frozen soon after the comprehensive military incursion.

EU commissioners has outlined a substantial financial non-interest assistance, with possible mandates to draft detailed legal frameworks aiming to complete the arrangement by the end of the year.

Global Positions

The Kremlin has characterized the plan as "appropriation" and has sworn to target any persons or states judged to have taken Russia's money.

Brussels authorities, which hosts 183 billion euros at Euroclear, accounting for the majority of all Russia's government assets within the EU, has voiced concerns about the proposal.

"If you want to implement this, we will have to move as one," stated Bart De Wever, stressing the requirement for safeguards that all European nations would bear the expenses if Moscow sought to reclaim its funds.

Global Coordination

Approximately one-third of Russian state holdings are held outside the EU, including in Japan (28 billion euros), the UK (27 billion euros), the North American country (15 billion euros) and the US (€4 billion).

  • Japan maintains significant Russia's resources
  • UK holds significant Russian financial holdings
  • The North American country has considerable Russia's resources
  • America maintains reduced but important holdings

Diplomatic Obstacles

Budapest authorities, recognized for its Russia-friendly position, has often postponed EU restrictive measures and even though it has never ventured to veto them, its critical of Ukraine rhetoric raise concerns about ongoing backing.

The Hungarian leader missed the Ukraine-related talks to be present at commemorations in Budapest marking the national event.

Recent Developments

Previously, the European Union approved its nineteenth round of restrictive measures against Russia, focusing on LNG for the first time.

This move followed similar steps by the US, which enacted measures on the Russian major oil companies, major Russian enterprises.

Optimism in Resolution

Notwithstanding ongoing differences over the financial loan, various representatives voiced confidence in attaining an agreement.

"At this summit we will make the important decision to ensure the financial necessities of Ukraine from the coming years," declared a prominent European official, labeling the pending tasks as "administrative details".

Latvia's official observed that an consensus on the financial package would bolster the Ukrainian president in any potential diplomatic talks.

Peace Possibilities

The Ukrainian leadership has downplayed reports of a comprehensive resolution initiative that appeared earlier, suggesting it was the effort of "some very good friends" seeking to counter "some plan from the Russian government".

The Ukrainian president highlighted that Moscow has demonstrated no evidence of wanting to end the war, mentioning latest strikes on civilian areas.

"Increased sanctions on Russia and they will engage and speak and I consider this is the strategy," he concluded.
